There is an IDE called SharpDevelop which allows you to make C# and VB .NET applications. This program is an alternative to microsoft's IDEs for developing applications in VB .NET and C#, and the IDE itself seems to work very nicely.

So this is a great option if you don't have or don't want to pay the money for the full version of Microsoft Visual Studio.
